- The Government started providing loans at a very low-interest rate to small farmers. So, that they can afford High Yielding Variety seeds.
- The Government also provided fertilizers at a subsidized rate which helped the small farmers financially.
- The Government also researched to reduce the risk of pest attacks by assigning this service to research institutes.
